More specific question: what's motivating them to reprint cool OSTs? Is this the same as the Game Sound Legend series...?

The main higher-up members of Scitron's staff still remain on board, when they got bought out by Happinet, so the Producer and Executive Producers are still leading the releases and it's still their same "core philosophy" in what albums to put out, such as Legend stuff and reprints, etc...
Although some office/general staff were apparently cut as reductions, since Kahori mentioned that some of the previous contacts which Cocoebiz had with the old Scitron staffers are no longer working there.
There's inevitably bigger ripples over time when a company gets bought out though, and for now their course is still in the same direction as the path Scitron had been travelling, but as time progresses we'll see if the change was really for the better or not...
But getting eaten by a huge meglo-conglomerate generally isn't a good thing.
