I would put my money on doujin since it's a CD-R and one of the album's features is "a printed liner notes". How fancy.
It's a doujin... it's not on GMR either.
Also resembles the tracklisting for the Mother 1+2 OST (TOCT-25125).
A good album for your relaxation time!

More inclined to say legit. Skyport Pub put out the MIDI piano Mother cd and that was a legit release as well. The tracklist is the same so I'm betting all the did was swap the synth instruments for the CD. It's a bit odd though that google.jp brings up only 3 hits and one of them is vgmworld.
And if this is anything like the MIDI Piano arrange, it's an album I can live without.

It's even worse, it's Orgel version (aka Music Box). Why'd someone want to buy that boggles me...
I first heard of Skyport recently and managed to dig up their site not too long ago. They also publish a few video-game piano books (in addition to a whole lotta other piano books). Here's their page on the CD:
