I have only heard Arctic Circle D Point from this album, which I liked, is the whole album like it? Would it be worth looking for to a rock/jazz/orchestral lover?

The best way to describe the soundtrack would be an extension of the anime's BGM, so the whole album isn't like that one song, but reminiscent of the many styles that the BGM encompasses. From that particular album, I'd say only two-three more tracks sound similar to that, but the whole album sounds like it's straight from the anime.
The R game soundtrack and "Another Story" soundtrack sounds similar to the first, but uses a bit more synth, while the S soundtrack is mostly synth (the SuperS game rip is much like the first game album/anime, though).
Does that mean there are a lot of vocals? I was never a fan of Sailor Moon but it seems like the anime would have a lot of pop vocals.
No no, I was just referring to the anime's BGM. There is one or two songs that use a female voice, but she's not singing, just sort of "doo doo doo"ing.

I'd have to say the Another Story RPG soundtrack is one of the best VGM soundtracks IMO. It sounds a lot more arranged than synth to me.
