The PlayStation Vita TV is basically the Vita hardware sans screen in a tiny Apple-esque box that connects to a TV via HDMI and plays Vita games via wireless DualShock 3 controllers.  It includes slots for Vita games and memory cards and allows all the functionality of the Vita handheld, including the PSN network and PS4 remote play.  Retail 9,954 yen (about $100) or 14,994 yen ($150) for a combo pack that includes an 8GB Vita memory card and DualShock 3 controller.

Sony have also announced a thinner, lighter Vita model for Japan, which combined with the price drop makes it a much more enticing system than it started out as.

The most ideal solution would have been for them to just include an HDMI out port on this new Vita model but still it's a step in the right direction.  I've hardly ever bought or played handheld systems up to this point among other reasons because I didn't like not being able to play them on TV at home.  Obviously the point of a handheld system is playing games on the go but if I've invested in a game I want to be able to enjoy it at home as well, without being chained to that tiny screen.  Now that Sony have taken care of that I might actually buy a Vita one of these days.

It's an odd idea but I can see this doing very well, especially at that price point. It will be interesting to see what effect this has on handhelds if it does do well.

I don't see what the big concern is of the PSVita TV cannabalizing Vita sales.  If you want to game on the go, game on the go with your Vita.  Staying in?  game on your PSVita TV or on your Vita at home.  it's pretty simple.

And now that you mention that, I can see it being a response to Ouya and similar low-priced Android gaming devices as well (knowing that Apple likely will eventually have a home gaming device also).

Are there people out there actually saying that?  What's to cannibalize?  It's not like Sony make money off of Vita hardware sales.  It's just another way to sell games.

Isn't the Vita touch screen? So, how are they going to have people touch the screen, when there's no screen to touch?

They aren't. It won't have touch features and so already some games are listed as not working with it, including Wipeout and Uncharted. Would seem crazy not to patch some of them though. For example, Wipeout only uses the touch screen to access menus which would be a shameful reason to exclude players on Vita TV.

It's also worth noting that the new Vita has an LCD screen instead of the original's OLED screen, so if you want one with a nicer screen, you need to buy one before the original models go away. You can see the two next to each other in the following link. Notice the better colors on the original model:
