Perhaps I should've used "one", but using "one" always makes me feel kinda pompous for some reason.

Of course they do (I hope), it's just that a lot of people either A) don't care or B) are too stupid to stop and think about what they're doing. These laws are made because A)some people simply will not listen if there's no threat of punishment and B) some people don't realise it's dangerous unless the law points it out to them.

Laws like these aren't made for YOU (and this is the personal you, Bernie) obviously, they're made for the people who DO make a hazard of themselves on the road.
