I suspect part of this is that the songs from the earlier games (I and II especially) are pretty short. Sprinkling in a lot of short tracks among the longer ones might make the whole album sound a little disjointed. Imagine trying to slot in "Ship", "Shop" and "Town" from FFI among the longer tracks, for example.
Another explanation could be: they don't think listeners really want to hear much from the older games. Though if that were the case, I feel like they would have just excluded those games completely.
Yes, I and II have short tracks, for sure. But some are longer or more sophisticated than others. Looking at Piano Opera I~III, look at what Nakayama was able to do with Tower of the Magi from FF2. Incredible.
And FF3, seriously, you could do individual songs from that. The main theme / world map alone (Eternal Wind) ... just have a B section in a different tempo and then return to the original tempo, and you've made a solid arrangement. And then there's the crystal cave, elia, ocean, Dorga&Unne, and the super-long end credits.
If they wanted to, they wouldn't *have* to do a medley. It's convenient, I get it. But some individual melodies, even if only 45 sec - 1 min of unique content, can be turned into a solid 3 minute arrangement.
