There really isn't anything of Siren or Silent Hill calibre in the series, which means they're hardly scary. The compositions are usually too melodic to compete with the games I mentioned.
But here are some of my favourite scary tracks that aren't bombastic boss themes, in no particular order:

By Resident Evil 1 I mean the gamerip, not the touched up Remix one. I omitted the obvious ones (the mansion's main theme in RE1, RE3's city themes)

I still think "The Suspended Doll" is the very scariest both out of context and when placed within that weird mansion in the game. I still haven't played RE5, so might gain more picks after I have.

I totally disagree and prefer the RE series overall. But if you're looking for less melodic music, RE4 and RE5 are ideal.
I'm with Raziel. Regardless of the fact that I do like some RE music, I have to say that anyone who finds the series music "scary" is completely oblivious and ignorant of what's out there. Its like someone calling Aerosmith "brutal death metal" or Vanilla Ice "a really bad gangsta", or something like that.

I have to summon up just about all self-control I have to avoid bursting out into a Dais-style comment here.
For me, the Resident Evil Zero soundtrack probably comes closest out of all the other games in the series where the scare factor is concerned. Driving down the highway at nights, I've always enjoyed popping that CD in my car stereo to add a smidgen of suspense for evening rides. I also thought that the Resident Evil Remake soundtrack was great as well but that's just a matter of preference.

Vanilla Ice is gangsta, though. Or didn't you hear? He flows like a harpoon, daily and nightly. When does he stop? When pressed, he'll say he doesn't know, only that when the lights go out, he glows . . .

I agree it isn't scary to the extent of inspiring superlatives, but some tracks work wonderfully in certain environments. I'd still say that the approach to RE4 and RE5 is so different from earlier soundtracks that it isn't possible to group everything objectively into 'not scary' though. There's a lot of music in the series and plenty of it is bound to scare certain people. Me? I'm generally fearless, but there are certainly some tracks that were very disturbing nonetheless and pretty interesting in their construction too.

I'd say the REmake statement is an objective fact, the RE0 statement is a matter of preference. For me at least, RE0 was the weakest of the recent scores, even if some of the RE1 PSX and RE Dual Shock sucked more. Never played the game though so I'm biased.
